Predator Trapped

I'd noticed this web before and wanted to photograph it for a while, and on the night I finnally decided to do it, I noticed an incect was there that I hadn't noticed before. I don't know whether it's some kind of dragon fly, or a house centipede, which hunts prey like spiders and which have been spotted around the building by others recently. I don't know whether that's a spider's web or not. If someone could identify what kind of insect makes that web, I'd love to know.
